Request for Qualifications - Public Art

Stapleton announces an opportunity for integrated or incorporated public art for a RecreationCenter. The budget for this public art project is $150,000.

About Stapleton
The redevelopment of Denver’s former Stapleton International Airport by Forest City Enterprises, Inc. is one of the largest urban redevelopments in the nation. When fully developed in 15 years, the 4,700-acre Stapleton property, located seven miles from downtown Denver, will become a series of mixed-use, pedestrian-friendly, urban neighborhoods of 12,000 homes and apartments for 30,000 residents. Families will live within walking distance of jobs, retail, schools and public transportation. Stapleton is also projected to have 13 million square feet of offices and retail providing 35,000 jobs.

The neighborhoods at Stapleton will be enhanced by more than 1,100 acres of parks and open space. Stapleton’s commitment to “smart growth” has earned international and national recognition that includes awards from the Stockholm Partnership for SustainableCities, the U.S. Conference of Mayors, and The National League of Cities.

Recreation Center at Stapleton
Located at the intersection of Martin Luther King Boulevard and Emporia Street, the 65,000 square foot RecreationCenter will include a gymnasium, leisure and lap pools, fitness areas, locker rooms, multipurpose community rooms, child care, administrative offices, and a catering kitchen and vending area. Features planned for the exterior include a civic plaza, walkway access from Central Park, patio areas and handball courts.

The split-level design and siting developed by architects Sink Combs Dethlefs preserve the view to the west and complement the adjacent Central Park. The site includes a building scaled to minimize the visual impact on nearby residences and two parking lots screened with berms and landscaping. These lots will accommodate 260 cars. Bike racks will accommodate 50-60 bicycles. EDAW is the landscape architecture firm doing the site design and planning.

At the main entrance at the upper level one enters a welcoming, social space that includes an information desk, family lounge, community areas, classrooms/multipurpose rooms, child care, and administrative offices. A catering kitchen and vending area are located on this level as well. Activity features are concentrated in the lower level with the gymnasium, fitness equipment, aerobics, a leisure pool, lap pool, lockers and storage. Access to the sundeck and lounge is through the pool.

Design and siting of the Center also correspond to the sustainability principles promoted by Stapleton. Elements of the construction and then operation of the Center are committed to minimizing energy use. This project seeks to obtain a Silver LEED rating.

The Center is expected to be managed jointly by the City of Denver Parks and Recreation and the YMCAs of Metropolitan Denver. Security and maintenance would be available as part of the regular operation of the Center. The time frame for construction is to break ground by January 2007. The intent is to have the Center open in January 2008.

Project Description
The artist/artist team selected for this project will bring a broad vision to this project and work closely with the design team to identify and designate art opportunity zones in the social and reception areas accessible to the community in the upper level of the interior of the RecreationCenter. There could be opportunities for artwork in or on exterior spaces as well. The intent of this project is for the artist/artist team to create one or more artful elements for these public areas. The artist/artist team will work with the design team and the builder to create, fabricate and install the artwork. The Project Selection Committee suggests that the artwork should be relevant to the context and to the experience of people using the Center although no thematic emphasis is required.

Sustainability with respect to construction and landscaping is a major goal of development at Stapleton. Artwork in this project will need to be sustainable as well.

  • Artwork in interior spaces must be attentive to the environmental conditions of a recreation center.
  • Artwork in exterior spaces would need to be able to withstand the intense sun and temperature extremes and fluctuations characteristic of the Denver area.
  • Recycled materials may be used in the artwork if appropriate but that is not a requirement.
  • The artwork must be designed and fabricated to be durable, require low maintenance and low cost maintenance.
  • Stapleton has adopted a Master Plan for Lighting including a “dark skies” initiative that addresses concerns for light pollution and energy efficiency as well as safety and security.

Budget
The budget for this project is $150,000.00. This amount covers all costs pertaining to this public art project -- including, but not limited to -- artist design fees, participation in the design team meetings, travel, materials, fabrication, installation and documentation of the artwork.

Eligibility
This project is open to Colorado artists residing in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, Jefferson and Larimer counties.

  • Announcement of this opportunity to artists August 18th
  • Application deadline: September 15th
  • Project Selection Committee review: September 19th
  • Public Art Advisory Committee review (e-mail): September 20th
  • Park Creek Metropolitan District review: September 21st
  • Project Selection Committee interviews: Early October
  • Public Art Advisory Committee review: October 11th
  • Park Creek Metropolitan District review: October 26th
  • Denver Commission on Cultural Affairs review: October/November
  • Anticipated notification of finalist(s): December 1st
  • Anticipated groundbreaking: January 2007
  • Anticipated completion: January 2008

Application Materials Required

1. Letter of Intent, no more than one (1) page explaining the artist’s interest in the project.
2. Current resume for each artist or artist team member applying.
3. Up to ten (10) digital still images on a CD-R. Label the CD-R with the applicant’s name, contact information including phone number and e-mail address.
· File Format: 1024 x 768, 300 dpi JPG
· Do not embed the images in a PowerPoint format
· Please select images of past work that would be relevant to this project
· Labeling: Title the images with a number to indicate the viewing order and the applicant’s last name. Example: 01_Smith; 02_Smith
· Artists applying as a team may submit up to15 images for the team
4. Annotated image list that corresponds with the viewing order of the images on the CD-R and gives location of artwork, materials, dimensions and date installed.
5. SASE for return of application materials.

Selection Process
The Project Selection Committee will review applications and plans to select three finalists based on the work demonstrated by the images submitted and the artist’s relevant experience. The Committee will interview the finalists. Proposals for this specific project will not be required for the interviews. Notification can be expected by December 1st.
